The Universal Civil Service is an opportunity made available to young people aged 18 to 28 years and 364 days to dedicate one year of their lives to a commitment to solidarity, understood as a commitment to the good of all and of each individual, and therefore as a value of social cohesion. It was established by Law No. 64 of 6 March 2001 and is intended as a form of non-violent defense of the Nation through the implementation of the constitutional principles of social solidarity.

Established and promoted by the Department for Youth Policies and Universal Civil Service of the Presidency of the Council of Ministers, it is a program that allows young people to take part in projects focused on solidarity, cooperation, protection of cultural and environmental heritage, assistance, and education for active citizenship.

It is not only a training experience: it is a choice of participation and social responsibility, directly recognized and supported by the State. The Ministry guarantees the quality and transparency of the pathways, offering volunteers a real opportunity for personal and professional growth, also useful for future entry into the world of work.

Every year, the Ministry publishes the call for applications for the Universal Civil Service: thousands of young people thus have the opportunity to apply and turn their commitment into a concrete experience of growth and active citizenship.

Choosing the Universal Civil Service means becoming part of a national project that places young people at the center of building a more inclusive, solidarity-based, and resilient society.

Volunteers are also guaranteed insurance coverage and initial training by the civil service organizations.

The Civil Service also provides a monthly net allowance of €507.30.
