"FARE SISTEMA OLTRE L'ACCOGLIENZA"
A separate section should be devoted to the Fare Sistema Oltre l’Accoglienza (FSOA) program. In 2016, Fo.Co., together with AMU (Azione per un mondo unito), AFN (Associazione Famiglie Nuove), and a broad network of third-sector partners, launched the pilot project “Fare Sistema oltre l’accoglienza” using its own funds, with the aim of supporting the job placement of young people in socially disadvantaged conditions, both Italian and unaccompanied foreign minors (MSNA), in order to promote a culture of hospitality and inclusion.
Building on the encouraging results achieved over time, the “Fare Sistema” project was expanded and strengthened through additional funding:
“Con il Sud che partecipa”, for the creation of volunteer networks in the southern regions of Italy, funded by Fondazione con il Sud.
The Asylum, Migration and Integration Fund (FAMI) of the Ministry of the Interior, with an even broader network of social actors, made up of Fo.Co., AMU, AFN, and the Giorgio La Pira International Student Center – Florence, in partnership with the municipalities of Comiso, Vittoria, Marsala, Florence, and Massa.

This made it possible to expand the network of businesses involved throughout the regional territory. These businesses became key interlocutors for identifying the needs of economic operators and relating them to the skills and knowledge of the young beneficiaries of the project. One of the project’s objectives was the creation of a business start-up. In April 2021, in Rogliano (CS), the production and labor cooperative S.A.M. was established, with three foreign young people as founding members; they will produce fresh pasta and communion wafers.
In 2020, a collaboration agreement was signed between AMU, AFN, and Fo.Co. with the aim of creating participatory social models oriented toward inclusion, mutual giving, and universal fraternity.
Also in 2020, two additional funding sources supported the Fare Sistema Oltre l’Accoglienza program:
The Asylum, Migration and Integration Fund (FAMI) of the Ministry of the Interior, through the project “Percorsi di empowerment verso l’autonomia e l’inclusione: Fare Sistema Oltre l’Accoglienza”, to promote housing inclusion, employment integration, and socio-cultural inclusion for beneficiaries of international protection.
8×1000 funds from the Italian Buddhist Union, for a vocational course for unaccompanied foreign minors and young adults who have recently turned 18, and for a training course for operators in the FSOA network.

FARE SISTEMA OLTRE L'ACCOGLIENZA
This project, supported by Fondazione CON IL SUD – Iniziativa Immigrazione, aims to promote the socio-economic integration of young migrants in the southern Italian regions of Calabria, Puglia, and Sicily through the enhancement of their experiences, the strengthening of their vocational training, their entry into the labor market, and support for the start-up of entrepreneurial activities.
The project seeks to promote the employment inclusion pathway of young immigrants identified in collaboration with local communities and associations. By comparing the needs of partner companies with the skills and competencies already acquired by the participants, specific training needs were identified for each worker and addressed through theoretical and practical vocational training pathways within companies, including co-financed internships.
At the end of the training phase, participants were supported in entering the workforce, either through the signing of employment contracts or through the launch of their own entrepreneurial activities.
In the first case, the worker was accompanied throughout the duration of the project by a company tutor and an external tutor who supported their pathway.
In the second case, the start-up, from the moment of its establishment, was supported by a business management consultant and supervised by experienced entrepreneurs.
FARE SISTEMA INTEGRAZIONE RIFUGIATI - FAMI
Fare Sistema Oltre l’Accoglienza, supported by the Asylum, Migration and Integration Fund (FAMI) of the Ministry of the Interior, aims to promote the social and labor integration of adult migrants holding international protection, through cooperation among key actors in society: families, businesses, institutions, and local associations.
The project targets 70 adults holding international protection who are leaving the SPRAR reception system, 20% of whom are women, in the regions of Sicily, Tuscany, and Lazio.
The project aims to prepare an individual autonomy plan for each beneficiary through the drafting of skills and personal aptitude assessments by a team of specialized operators, enabling them to achieve their integration goals within the local territory.
PERCORSI DI EMPOWERMENT VERSO L'AUTONOMIA E L'INCLUSIONE
Supported by the FAMI fund, the Asylum, Migration and Integration Fund 2014–2020, it is a project aimed at supporting the completion of individual autonomy pathways for beneficiaries of International Protection (IP) through a holistic approach that can involve the different dimensions of socio-economic, housing, and socio-cultural inclusion.
The project is designed as an integrated action with local realities, mobilizing the different actors present in the local contexts and enhancing their respective specific roles in order to activate virtuous circles for the full social inclusion of IP holders.
The project aims to:
facilitate the socio-economic integration of IP holders, with a focus on self-employment and income-generating work pathways.
promote the housing inclusion of IP holders.
strengthen ties between IP holders, resident families, businesses, and local actors in the communities where they live.
The project activities include:
understanding the experiences, backgrounds, and aspirations of the beneficiaries.
defining pathways compatible with educational and professional empowerment.
providing the knowledge needed for job orientation.
Beneficiaries were supported and involved in the creation of highly personalized business initiatives.
Advanced Italian language courses were also provided to strengthen beneficiaries’ language skills, as well as housing guidance activities to ensure that beneficiaries acquired the skills and tools needed to become autonomous in their search for a home.
UBI Project – Italian Buddhist Union
Supported by the 8×1000 Fund of the Italian Buddhist Union, this project aims to make Italian society more inclusive toward the most vulnerable people.
The project strategy is based on the idea that, in order to make inclusion pathways more effective, they must be incubated within an “inclusive community.” The project therefore aims to consolidate and strengthen a reception network based in particular on nodes made up of families, operators, and businesses that are available and trained to support each young person’s integration pathway.
The project aims to ensure that:
the most vulnerable people leaving reception centers can more easily achieve autonomy, becoming actively integrated into the Italian social and working fabric.
Italian citizens and institutions participate more, and more consciously, in the socio-occupational integration pathways of the most vulnerable people leaving reception centers.
The project includes orientation activities and the definition of Individual Autonomy Plans (PIA), vocational training, legal guidance, and job placement.
The project also includes Italian language courses aimed at strengthening beneficiaries’ language skills.
Housing orientation activities were carried out to ensure that beneficiaries acquired the skills and tools needed to search for housing independently. Local reception networks were activated and strengthened, and beneficiaries’ participation in these networks was promoted.
In order to promote and expand interaction among the actors in the network, a smartphone application was designed and developed to match job offers and requests, training opportunities, leisure activities, and experience-sharing.
